Thats a convergence failure. often you can replace the two Ics and associated resistors to repair the issue yourself instead of replacing the convergence board. But you can get the ICs and resistors from
www.tvrepairworld.com which includes free tech support for help installing the parts. They also have circuit boards for most models available if you choose to replace the board instead of trying to repair it.

Samsung HCP4752W Convergence Problem
Each convergence IC has a fusible link going to the IC. On the foil side of the board you will see the fuse size, usually 3.15a. Check both with an ohmmeter, like you would check a normal fuse.
Replace the one that is open and that should take care of your problem.
Good Luck.

I hear the fan almost non stop while the tv is on.
You have a bad color wheel. The color wheel is located in front of the lamp, as the light shines through it as it spins. It is made up of different colored segments of glass, and one of the segments has came loose and causing the vibrating humming noise. The reason I know it isn't a fan is because the fans will continue to run for about 30 seconds after the set is powered off. The click you hear is the relay cutting off the fans. The color wheel cuts off as soon as you press the power button to cut the set off. I've replaced many of these at our shop for the same problem.
