How do I fix My Honda hrx217 surges at idle runs ok at load.h
The carburetor has two circuits, a main power circuit and an idle circuit. When the idle circuit gets partially clogged, the governor will drop the throttle shut, the engine partially dies and the governor yanks the throttle back open till the main kicks in. If the idle circuit gets completely clogged, the engine will need the choke partially on to make up for the missing air fuel mixture, will run rich and surge horribly. The carburetor needs to be cleaned out, a can of Berryman's spray can dissolve the crud out and restore operation. 90% of this problem is caused by old contaminated gas
My starter cord will only pull out about 6 inches and then it's stuck...
If the recoil will only pull out a little and it appears to be good when you removed it, then pull the plug on the engine and pull the recoil rope 3 times all the way. Important - watch the plug hole each time to see if black debris blows out. Then squirt 1 time WD40 in the cylinder head thru the plug hole. Clean, gap the plug or replace if required. LM19 I think, plug is marked. RE-install plug, attach laminator connector. Pull recoil rope again, should be free if engine isn't seized. Make sure oil has been changed this year, 30W, and is full. Check air filter also while you are doing this basic maintenance.

I'd be thinking that it's possible that the alignment key on the flywheel has sheared. That will throw the timing out and it can't run.
Fix is pretty straightforward.
Disconnect and remove pieces until you have the flywheel exposed. Loosen the nut. Lift on the flywheel and smack down on the nut with a plastic mallett to loosen the flywheel. Then remove the nut and flywheel. Replace the key (get replacement ant any lawnmower or chainsaw service shop)
Put it back together and it should run just fine.
