Most of the time you have to change the DVD sound system from DVD to TV.

This is probably happening because the tape loading isn't completing within the required time after you insert a tape. Either the tape isn't seating properly in the machine or something is interfering with the loading. This might be due to the tape itself, but since you've said this happens every time, that's unlikely. There may be something inside, like a piece from an old cassette. The VCR mechanism may be out of timing. There are plastic gears that need to mesh properly so that all the parts move at the right times, and these can get knocked out of sync. Or there might be an electronic problem in the power or loading circuits. There's not much you could do other than take the cover off to see if there's an obvious obstruction. Beyond that, this needs to go to someone for service, or it's time for a replacement. Given the low cost of these combo units today, replacement is the usual "fix".
