its the problem of your amplifier section voltage controller. Get it replaced else your might blow up the system .
And to disable volume control u have a rotary potentiometer underneath the face panel accessible by unscrewing the panel . just short circuit the two ends of the POT in order to get the volume control disabled . but this wont solve your present problem ..

for the clock keep pressing disp till you see clock 12----then rotate the dial to select 12 or 24 hr format----then press disp to display clock adjust-------then press muts/sens to flash the hour-----rotate dial to desired hour-----press mute/sens to flash min-----rotate dial for correct min----press disp to complete the time set.
