Has it worked before or it's a newly installed system. Could be programming issues. Try dialing 0 first > dial tone then outbound call. Its either 9 or 0 depending on configuration

Your handset is most likely broken on a mechanical level and would need to be repaired by the manufacturer. Usually the costs of repair is greater than the cost to replace the headset, but you can call the company that makes your headset and ask for pricing.

I can make calls but phone doe not ring

You said "it seems to ring once then stops." One possible cause of what you're describing is called a "Ring Trip." It is characterized when the button that flashes to indicate an incoming call changes to steady red (which would normally indicate the call is answered) although no one actually answered the call. If that occurs, then you have to test to see whether you can tell where the problem is coming from. If you unplug all the phones, you can then call in (from a cell phone or other phone that's not part of the system) and see if the incoming call rings unanswered, as it should when no phones are attached. If all rings in OK, plug just one phone in at a time and call in to see if any particular phone causes the problem. If one causes the ring trip, then disconnect that broken phone. If ringing still stops when no phones are attached, you'll have to disconnect the phones' connection wires (Station Wires) at the phone system box that plug into the "Station Ports" (label them before you unplug any!). Do not unplug the plugs for the wires that feed phone company lines into the phone system, the jacks are called CO line ports. With the "Station" wires unplugged, see if If all rings in OK by calling in from a cell phone or other phone that's not part of the system. If all rings in OK, plug just one station wire in at a time to see if one causes the problem. If one station wire causes the ring trip, then disconnect that troublesome wire and inspect its "system box jack" and its phone jack for water damage, carpet cleaning solvent, exterminator spray or any other corrosive liquid damage. Sometimes a staple through a wire where there's humidity can cause the problem. This process will find the offending wire, jack or phone that causes a "Ring Trip." There are many other possibilities, but the extremely limited description you've provided "it seems to ring once then stops." doesn't help me send you a better answer yet.

The volume control only changes the volume of the handset, headset or speaker. The volume for the ringer is on the left side of the phone, there are three settings, mute medium and loud.

The KX-T7730 isn't an answering machine. You need to refer to the documentation for whatever answering/voicemail system you have it connected to. Alternatively, repost your question specifying the make and model of the answering/voicemail system.

How to divert an incoming call?

There are several methods. Phone company provided call forwarding instantly sends calls to a phone number you set on your main phone line, that you turn on with *72 + the destination # and turn off with *73. Or "Call Forwarding No Answer" that transfers the call after several rings to a pre-determined number, all setup by the phone company on your main line. Or, on the Panasonic systems (there are many), you do the same using several code choices, a bit more complicated. Your installer must set the system to allow the system to send calls to an outside line, and you must have more than one line because the destination number is dialed on a different line than the line that's receiving the call. Your Panasonic "Operating Manual" lists these codes and methods with instructions, you'll find them listed in the table of contents under "Call Forwarding" with step by step pictured instructions.

Hello I have a KX t7730 with 4 lines installed

My office phone is set to Call Forward No Answer to Voice Mail.

I'm guessing that you are learning the difference between the TA series and the TAW or TDA series. Call waiting is programmed from a CW code dialed into the intercom (ie 7311 or *7311) and call forwarding to VM is programmed by a 71x or 710x or *710x command. In a TD TDA or TAW system, you get CF BUSY, CF NO ANSWER, or CF busy/NA.
In a TA you only get CF ALL, or CF Busy/NA.

So, if someone rings your phone while it's busy, there is no indication, just an immediate forward if that feature is set.
