Thanks for the details, they do help. Is there a way you can disconnect different electrical circuits from the battery? Like Disconnect the lights, horn, or other components then start adding them back until you find the circuit or group of wires that causes the short. Because it seems you have a short somewhere, or something really putting a load on that 30 Amp fuse. So I'd break the circuits down to smaller pieces so that when you reconnect the lights, or starter, or whatever....that the fuse pops and you know the circuit causing the issue. You may have to open engine components like a magneto to isolate the circuits. But it shouldn't cost you anything except time.

If the stator windings are good, the rotor magnets are good and the engine runs, there has to be an alternating current output from the stator and if the wiring is correct, the combined rectifier and regulator is working correctly and the battery healthy, it must charge.

I think you have missed something...
Do you have an alternating current output from the stator when it is disconnected?

Some older machines, Honda in particular, had a convoluted method of regulating the charging current using the headlamp switch and it took a lot of staring at the circuit diagram to check it through...

The TaoTao 50cc mopeds I have seen advertised are gas powered requiring an electric starter battery. There are TaoTao scooters which are electric. The one at this link has a rechargeable battery. The last link below may be of interest as well.

Bad ignition switch
Wire connector
Bad or broke wire/connector
Stator
Start by checking fuses. Then trace wires to see if they're burned out. Replace ignition switch

Hi, Kathleen the vast majority of service, parts fiche, and owners manuals on the internet are "FREE" to download and all service manuals contain wiring diagrams in the back pages. The rest usually charge a modest fee of $15 and there is a handful of obscure, rare, obsolete, and very old models that are no longer or never were available and some were never printed in English. The Indian and Philippine markets are usually in E-book format only, for these rare occasions I shall look on eBay and find the cheapest one available. Most of the manuals will cover your exact make, model, and year otherwise one will be provided that comes as close as possible to your bike and will have most of the same info that an exact manual would have. If there is no $ sign after the manual link it is free to download.

There are a set of 4 steel springs that press the clutch plates and a heavy pin that pushes the plates apart. You need to engage the clutch to check. If the clutch will not disengage then it is the pin. If the clutch slips while riding, it's probably the springs.

Hey Mike, I did a generic search for electric bicycle batteries, then searched specifically for Timco electric bike batteries. $150 seems the price-point break near the bottom of the new batteries on up into $300+ ranges (and sometimes much more). It may be based on your specific needs and requirements tailored to your particular model of electric bike (which was not stated in your question).

Pay particular attention to your battery voltage and ampere per hour needs as determined by your bike's requirements, or simply look it up in your manual (if available). You can find some cheaper batteries (used and new) on ebay, but if looking for a good quality new battery with a warranty I would probably search Amazon for a new replacement battery. Do you have a volt meter or tester with a dial or digital numbers on it connect to plus and minus on battery set to dc volts you should have 12.3 or so volts . With someone holding probes on battery attempt to crank bike do the volts on meter imed. Drop to below 10 . Like it goes from 12.3 to 10 imed. ??? If so battery new or not is falling below min spec . Without even moving the starter. . I wouldn't think the headlight would be as bright. But uhh you'd have to be paying attention to notice.

Make sure the cable is correctly adjusted. Pull in the clutch and rock the bike back and forth whilst trying to shift out of gear.
