SOURCE: remove ignition

You need to remove both handle bars, then the big bolt on the youlk. Remove the yolk and you will see the ignition is attached to that with 2 screws. Make sure youa are carefull with the ball bearings and grease them when you put it all back together.

SOURCE: I am not sure what

It's a 12 volt system for sure.
When charging make sure to allow for proper ventilation of battery cells.

I changed the front bulbs and now the battery won't hold a charge

Sounds like the battery was on it's way out, time for a new one. Unless there is something wrong with the wiring harness maybe a short! Sounds like it was just your batteries time though. Goo luck!

Electric start doesnt seem to be working

If there's no noise at all your battery is either dead (jump start or new battery). If it clicks then there isn't enough charge in your battery to start the bike (charge battery or bump start)

How do i get to the battery to charge it? its seems to be flat in the cold weather.

Take it out and charge it with a battery charger. If you don't have one either buy or borrow one.
