When you say that you cleaned the carbies, did you remove all of the jets and inspect them? I have had an issue with long storage where some corrosion took place inside the jets and blocked them. The only solution was new jets. Also, stale fuel can block up some of the finer arteries by turning into 'jelly'. I have a 1996 CBR 600F3. Mine is directly under the gas tank. Where the gas tank meets the seat. If you remove the single top bolt for the gas tank and the lower bolt for the gas tank you can lift the tank a little. Then you will see the rubber gas fuel line. The filter will be in-line.
