You either have a defective idle speed control valve or you have a huge vacuum leak on the engine like an intake manifold or warped throttle valve or throttle bore opening around the throttle valve, I have seen both...
sounds like crank sensor or cam shaft sensor. Internal resistance due to heat, hence why you can start and run car in morning, ie cold. When the heat build errors start. Get codes read first but I would suspect these 2 sensors. Yo can also get fault new parts, so you might be one the right track.
the kick down cable is a mechanical connection that down shifts a transmission when the accelerator is wide open and the road speed is too low
as when going up a steep hill you have the throttle wide open and the vehicle needs to change down gears or the engine will stall
so no cable now down shift when required
run the fault codes as I would not think that the cable is the problem
sounds like the rev limiter is kicking in to keep the engine from over rev damage, there should be a way to get the limiter disabled or perhaps get the turbo building boost sooner.
this could be down to an air leak in a pipe coming off the inlet manifold to the brake servo.could also be dirty injectors . try fuel additive (redexe)to see if this clears it...start with cheapest solution first...redexe.

I just fixed my Echo PB 2100 with the same issue. It would start, run, all throttle openings OK but would not rev-up. It was a dirty/clogged screen on the muffler. Scraped the thick tar off then used Lacquer Thinner to soak it clean. Blower works better than ever now....
