Bought 1995 zx6r overreved cut out didnt start again ,guy pulled engine out turns ok feels like got compression could engine still be ok and non start caused by something other than mechanical ie electrical probs.bike done 20,000 miles

You need 3 things to start an engine: spark,fuel and compression. Assuming the compression is ok, you've lost either spark or fuel. try spraying some starting ether into the intake hose and try starting it. If it starts for a moment, you have a fuel issue. If not, you may have a bad ignition coil.
could it be a problem with the engine immobilisor like the chip missing out of the key ?? did it come with a spare key?? do you have a local auto locksmith who can out and reprogramme the immobilisor for you ?
Your problem sounds like either your fuel pump is cutting out when hot,,or the condencer or coil or you are losing compression due to piston rings worn or broken.
So first get a compression test if all cylinders are around 110 cold then check again when hot they should be up by 20 psi even if 1 or 2 cylinders are down to 80 it could be valve problem so get a WET and DRY test done, but once you have ruled out the compression and its ok then you need to look further.
OK, I read it, now lets start at the top.... When you turn the key does the engine turn? If it turns, is there spark at the plug end of the ignition wires?(when it's turning) When you first turn the key on, can you hear the fuel pump in the tank running? I'll stay with this unless it gets complicated enough for you to need a shop.
try spraying some easy start into the air intake while someone operates the starter if it trys to start you have a fuel system fault have you checked fuel pressure at injector rail you need to do this using gauge and check against volvo spec if low it will never run if ok check feeds to injectors using multimeter if no feed check relevent fuses if ok using multimeter check continuety of injector wireing back to ecu if it did not try to start using easy start check timing belt is ok and engine has compression
Did you put a new battery in it? If not have it load tested and replace if needed. Check the grounds and make sure they are clean and tight. Check the stator by going to the plug on the right front down tube, with a muti meter take a reading with the bike running on the side that goes back toward the engine, I forget the values but you should get a reading at idle and then as you rev the motor the reading should climb. If all of the above check out OK the problem will be your voltage regulator.
The timing chain is not a cause for whole engine replacement. If the guy is willing to do it for 150 plus parts and guarentee's it to run right afterwards Id say go for it. 150 Plus parts is a good deal for something like this.
Dont worry to much the Millenia is a non-interference engine so the valves did not get bent. You just need to re-adjust the belt again in its proper position.
