SOURCE: Schwinn S180 won't charge
NashvilleDan, this scooter has 2 12v 10 amp batteries in series, you should read over 24 volts at the charging hub if the batteries are good. I would think that if the scooter sat for over a year you have bad batteries, They can be purchased at battery plus.

The wheel will have to be removed firstly.
Then with something blunt, (like a spoon handle, not too flexible, and smooth,)
carefully pry up the bead of the tyre over the rim of the wheel, now it's easier to take a second lever or spoon handle, and repeat the process, a couple of inches away from the first.
Then you should easily be able to run the smooth lever, around the tyre and rim, to expose the tube.
Then push the valve through the wheel, if neccesary, and remove the tube.
You should also inspect the inside of the tyre, thoroughly, to make sure that there isn't anything in there that shouldn't be.
After you are sure all is well, just reverse the procedure.
Just make sure that the tube does not get 'pinched' between the tyre and wheel.
Hope that helps.
SOURCE: install battery
First make sure the scooter is off.
Unscrew and take off the deck
Unplug and remove the old battery pack
Put the new battery pack in and plug it in, using the same connection as the old batteries pack.
Screw the deck on and your done!
Oh, and make sure you give the battery a good charge(the full charging time). The first charge of a battery is the most important one.
