Starting problems with gilera dna 50cc scooter

I have just brought a second hand gilera Dna 50cc scooter just had it one day there seems to be a problem with the electrical starting the kick start works. could it be a problem if there isnt enough petrol. someone help. thanks

    I am going to try and charge the battery and will let you know its a shame it has taken off the shine of getting it for him. thank you anyway.

    Suddenly my ped has lost power starts and idles fine tryed a variator and belt checked clutch cleaned carb someone said it's chocking replaced choke assembly seems to use a lot of fuel and oil than before loosing hope can someone help

No, if it starts on the kicker petrol is not an issue, could be battery though
