1997 Kawasaki VN 800 A Vulcan how to bypass the ignition switch
If it follows the rest of Kawi's line-up, (and it probably does): 5 wire?!
Brown=Ignition
White= Battery
Gray=Ignition
Blue=Taillamp 1
Red=Taillamp 2
Brown is for things that need to be energized, like the rad. fan, etc.
Gray is for the ignition/ignitors themselves.
Connecting white, brown and gray should get you going. Add blue for lights.
Red, together with white is for parking lights.

indicates the switch , immobilizer ( no key in switch) or kill switch
Where is my fuse box - CBR 600F 1998
the only fuse that controls the starter is mounted to the side of the starter solenoid under the seat. Trace the red cable from the battery and it will lead you directly to it. the fuse should be under a cover where the battery connects to the solenoid.

Some locksmiths can do this, otherwise I do believe its a whole new cap assembly. Hope that helps!
Speedometer not working
On a mechanical (cable driven) speedometer, the problem's the drive unit, the cable, or the speedo head itself.
You stated the cable is good, so let's eliminate that.
You can attach the inner and outer cable to the speedo head, chuck the bottom end of the inner cable in a drill motor, and spin it to see if the speedo head responds.
If not, new speedo needed.
It both the cable and speedo head are good, then it's the speedometer drive (I believe it's in the rear brake backing plate) is probably bad.
Remove it and inspect/replace.

Fuses
The fuse box is located under the seat. After removing the seat, remove the battery. There are 2 black boxes tucked into slots. The one on the left should be the fuse box. Pop the lid off and the fuses are right there.
How to check oil on my bike
on the side of the bike there should be a glass like quater sized hole , right next to the motorcycles engine , if you hold the bike upright you should see the level of oil.
