Where is IAT sensor located

The intake air temp sensor is located at the intake, on the same large hose as your air filter. After the filter. Its measuring the air temp of air going in to your engine.

I am having a code P0113 and the car is using up too much gas

P0113 is an Intake Air Temp High Input error. High input in this cause, means the voltage sent to the PCM from the sensor is too high. This makes sense since the higher the voltage the PCM seem the lower the intake temperature seems to be to the PCM. Colder temperatures will cause the PCM to increase the fuel to the engine (like the old style choke/fast idle). You need to check the wiring to the Intake Air Temp Sensor, and if it is OK, replace the sensor.

On a cold start i have no high idle for warm up

coolant temp sensor and intake air temp sensor would be the next to check.intake air temp sensor is in the air intake tunnel between TB air air box. when running is there a DTC? by disconnecting the coolant temp sensor you put the ecm values at default try that if it corrects your issue replace it.(it will turn your check engine light on but you can clear later by disconnecting battery)

Excessive CO2 emissions. New plugs, plug wires, and catalytic converter. Put on diagnostic computor and all systems adjusted to specs. Still will not pass air care. What else needs to be looked at?

you wasted tons of money of a throw away vehicle all you needed to do is a full tune-up w/filter change an new oxygen sensors. They determin the air/fuel mixture along with intake air temp sensor and engine coolant temp sensor not the cat

How to replace ambient air sensor on 2001 Dodge

Check engine code 0113

You failed to give the model year which could have an influence on the accuracy of this answer:

" IAT Sensor 1 Circuit High Input"

Stolen from another forum:

"Intake Air Temperature (IAT) Sensor

The intake air temperature sensor (IAT sensor) changes resistance in response to intake air temperature. The IAT sensor resistance decreases as the surrounding air temperature increases. This provides a signal to the PCM indicating temperature of the incoming intake air."
