Fuel Pump Relay is usually located in the engine compartment (under the hood) fuse/relay box. But, if you are having problems starting the car,....there is most likely a fuel shut off reset button in the trunk, on the right side, under the carpeting, on top of the rear wheel well. Look around in there. That's where it was in my 1999 Taurus.
I changed my radiator on 99 ford Taurus now my battery goes dead someone said to take the ground cable off and use a test light to check the fuses well I did that and the light came on for every fuse so now I'm back at square one
Try adding a couple of bottles of fuel injector cleaner to the gas tank...I prefer the STP super concentrated black bottle...this is the easiest first approach from your description...Hope this helps.
To check to see if your fuel pump is working have someone run the ignition key while you listen at the fuel tank of your car, remove your fuel cap put your ear next tank hole and then have your helper turn car on but just so the dash lights up not to start the car.You should hear the fuel pump actuate or hum for a second or two,and if you don"t hear a hum then move to the fuses and if they are good move to your fuel injectors then check your plugs wires and Cole pack. The fuel pump relay is in the fuse box under the hood of the Taurus next to the battery its a black box and is the main power distribution box for your car. The fuel pump fuse is number 10 (A) in the power distribution box. On a 1998,1999 you can swap the fuel pump relay (B) with the EEC power relay (C) to check to check fuel pump operation.the best way to check your car is to use a OBD 2 car reader.hope this helps but you can also buy a Chilton manual if your willing to get your hands dirty and have some mechanical ability you can save your self a lot of money.I believe the going rate for mechanics now is about $105 dollars an hour and thats here in WA.State.
Your fuel pump is fitted in the fuel tank and its the thing you have to change so you either remove it and replace it with a new one as the pumps in the tanks do give problems so remove and replace OR take to your garage and ask them to do it foe you..
