If your changing the oil put 4 liters in run the car,shut off then check the level,you may have to add a 1/2 liter to top up.it depends on the filter used as some don`t hold the same as others.

97 geo tracker is not equipped with power steering. they where made so light that they just have steering assist which doesn't require power steering fluid or anything else. you will notice that when vehicle is parked or at slow speeds steering wheel is hard to turn. this is perfectly normal its just not power steering.
Check the fluid level to make sure it's full. If it is the problem is probably internal and will require a rebuild. This is one of the first signes of transmission or torque converter failure.
