The only switch that you need to remove is the signal switch and hazard button that are held with screws.the hazard button has a screw(in the button)that holds the button to the side of the switch and the signal switch is held by 3 screws that you should see looking down at the switch.the one screw you will have to turn the switch to either left or right signal to gain access to it.disconnect the switch connection under the dash so you can pull up the switch to gain more access to the system.you will have to remove the ignition switch, with the key in there should be a small hole in the housing that you push a small pick or pin or drill into to push up the lock tab to remove the ignition switch.then you can continue.

You will have to remove the lock plate and the turn signal plastic assembly, from inside the column housing, in order to access and tighten up the three hex screws that have come loose, allowing the tilt column to move side to side. I have done this numerous times, in the mid 90's, when the 80's GM tilt columns started to come loose with age. The hardest part is getting that lock plate off, and replacing it, if you don't have a lock plate puller, so make sure you have one or else get one, as it will save you lots of time and fustration. Good luck.

Loose Tilt Steering. Steering wheel moves side-to-side and up and down.

You need to remove the steering wheel all the way down to the directional switch to gain access to tighten up the tilt housing set screws

I replaced the solenoid and starter on my 1988

yes i would say it's in the wiring to the ignition switch that's why it would work moving the tilt up and down. tilt is very hard on a steering column and will pull on the wires.

Telescopic Steering wheel won't move down - I hear a gear spinning

Open the gear motor on the left hand side of the telelscopic assembly. Take the plate off held by 4 philips screws. Using a 10mm socket, remove the bolt holding the platic gear. Remove plastic gear and insert the reverse way. Over the years, one side of the gears get worn out.
