This sounds like a fuel pump problem and you would need to check fuel pressure while it is happining to verify to repair you would need to replace the fuel pump assm. and to do this you will need to drop the tank to gain access to the pump. But as I said you will need to verify it first.

whenever I try to start the car,sometimes it won't,and all the lights come on,and it doesn't turn over, but makes this humming sound. sometimes I have to sit and wait for a while and then it starts, this doesn't happen all of the time,sometimes it starts right up,and runs just fine.
