Try checking the fault codes, chances are you have a bad egr valve, bad oxygen sensor (O2 sen), or throttle position sensor(TPS), or idle air contol (IAC)

... running rich I have a 1991 Camry that is running rich. I just replaced the O2 sensor and a new cat, oil change, new spark plugs. The car wont pass smog. it is ...
Would double check your firing order on your cap.If running worse almost positive some wires were crossed.The spark plug firing order is ( 1 - 3 - 7 - 2 - 6 - 5 - 4 - 8 ) and runs counterclockwise on the distributor cap.
have you checked to see if the IACV is working properly. There is a screen on the inside that gets clogged and this keep the fuel system from getting the proper amount of air and run rough. Take it off and clean out both holes with carb. cleaner.
Either your too rich and gas is getting by the piston rings going into
the crankcase(oil pan)or you have a defective fuel pump (even if it is
new!!)IT'S one or the other!!Running the car very rich for a period of
time will have fuel in the oil!! I run mind rich for the nos and smell
gas in the oil when draining it and only have a few passes on the motor
with the nitrous, but runs extremely rich at idle because the timing is
backed way down and running a colder plug causes a rich condition!!
Plugs will foul quickly also!!
check for vacuum leaks especially around the intake manifold gasket. Although the engine appears to be running rich, it could also be misfiring due to being too lean in one cylinder. When the cylinder doesn't fire the charge, it goes into the exhaust completely unburned and looks like a rich running condition due to the unburned fuel. If it is a vacuum leak causing the problem, the engine will run fine at road speeds but misfire at idle and not pass smog.
