SOURCE: CENTRAL LOCKING ON 99 T REG FORD ESCORT
Some of the Escorts do not have central locking. If the keys open both front doors, the hatch and fit the ignition then I would not worry too much about it. You may find that you also have a hatch release catch at the side of the drivers seat also. I trust this information helps you.

You could remove the fuses 1 at a time and check them. The one you're looking for will be at least 15 amps. As far as the owner's manual not corresponding to what's in your car, perhaps the car was originally manufactured for a foreign market and you are in posession of a U.S. owners manual.
SOURCE: I need a fuse diagram/layout
Here's a solution that will help in the future. If you look at the fuse(s) they have two small exposed metal tabs. You can get a $5.00 test light and ground it. turn the key on and probe each tab. That's what they're there for. As I said, with the key on, probe each side of the fuse in the fuse block. Both tabs on each fuse should light the light. That means there's current passing through it. If only one side lights it then the fuse is blown and current isn't passing through it to operate accessory. I hope that helps. If so, please rate my assistance and leave a testimonial. Thanks for using Fixya.
