I am guessing your car is an automatic. i would think you are low on transmission fluid and the auto probably needs a service to change the filter adjust the bands and renew the oil.

depends on the vehicle and age of the vehicle...usually you would slow down to about 15 mph and then just engage the four wheel drive via the lever in the car.
Only check the level when it has been driven and warm. And while it is still running. Now, for the slow engagement, It may be draining fluid back into the pan, from the torque converter. Let it idle a little while before trying to drive it. That will fill the torque converter back up, and will drive right away. Takes about 2 minutes of idle time to fill the torque converter. Now, drive it and then, while it is still running, in park, check the fluid level in the transmission. It very likely could be low and could also be the slow engagement cause.
All i can suggest is that you probably have a brake hanging up. To check and see which one it is, drive the vehicle and feel (carefully in case its real hot) to see which wheel is hotter than the others. I use a hand held electronic temperature sensor, but you can tell by feel. Rick
