When I plug in my hand held OBD2 scanner, I get a no link message. Is the pcm bad or can there be a wiring problem? 2000 contour have power to relay. did more testing on power to pcm,tested pins on pcm plugin switch on 29-dead GN/BK 40-dead GN/BK 41-dead GN/BU 55-good RD (switch off constant power) 71-good GN/YE 90-good YE 92-dead GN/RD 97-good GN/YE Could it be fuseable links ? if so i can only find 1 and it was good

BOTH SIDES HOT ! if one side hot an other not fuse is blown.

THE PCM SURE Does close the relay and only IT DOES
F1.18 not blown or f1.12 not blow or PCM power relay not dead.
The PCM may cut fuel many ways for many reason.
1: spark dead,detected (cmp /ckp)_
2: SRS bags show, collision detected and stored,
3:PCM may only gut injection. some cars even cut cranking. Some fords did. or more
4: WOT cranking cuts fuel on purpose, unflood mode.(or bad TPS)
some rules here can change with ford newer PCM flash updates.

Ok first off if you can wire a multi pin plug to go to your vehicles pcm you should be more than capable to figure this out. How did you determine the other 14 pins? Why is your obd port not There? If it was removed , why? If you have a multi meter use that, if you don't have one or know how to use it I think you should stop now because you can damage the pcm to your vehicle. Just static electricity to the components can damage them beyond repair.
Are you hard wiring right to the pcm or is the connector still there? If so and you are doing this just line up the new leads to the corresponding pin. Use the same connector.

You will need a hand-held obd2 scanner to clear the codes. Advanced Auto store will do it for free if you have one in your area. Other part stores will also do it for free.
You can disconnect the negative battery cable for 10 minutes and replace it, but it doesn't always work. Sometimes the codes are stored in memory and require the hand-held obd2 to clear them

You may experience a misfire if your car is noisy on gas,and is shaking on accelaration .
you might have to check on the injection system :injectors and injector wires. also a dirty MAF and a bad spark plug may cause it .
you may wanna get the code from a OBD2 device to know where the malfunction is .

Have this checked with another scan tool. Link error is produced when the PCM fails to respond to the scan tool. More times than not this is the PCM failing.

did you turn the ignition key on when you plugged in the obdII code reader? some of them need to get power from the dlc(diagnostic link connector) to work. it is possible the ecm(pcm) has failed but you could also have a bad ground for it. does the engine crank over? when you said everything else is normal, do all the dash lights and gauges come on before you try to start the engine? by the way the ecm/pcm is covered by federal emissions warranty for 8 years or 80k miles(except california).

THERE IS NO POWER IT THE OBD2 CONNECTOR.CHECK THE FUSES.IF U DON'T FIND ONE BAD U MAY HAVE A BAD PCM.
