This is correct if you are talking about the power steering or ac, the power steering pulley can be replaced with out the pump being replaced, now, if its the ac throwing the belt it depends on if the compressor is frozen or just the pulley is bad, if the compressor is bad then replace the whole unit, to same some money get a used one, if the a/c doesnt work ddo you care? because a used one may have problem but will hold the belt. hope this is helpful.

Po551 code

code po551 refers to power steering pressure(PSP) sensor/ switch--range /performance problem===causes --PS system--PSP sensor/switch
Have the power steering pressure checked as it may be a pump problem or just the sensor/switch.. Check the reservoir level as it may be lacking fluid.

Is there a ground wire in the stereo wiring harness in a 2001 plymouth neon? if so what does it look like?

Usually the wire is green or black. Best to use a multimeter to check these right and not make a mistake as if you are not tech savvy a meter will steer you to do hook things up right.

Air conditioner 2001 plymouth neon leaks freon

There is a can of dye that you can buy and put in your ac system. Once it has circulated, then you can see where the leak is, and repair/replace the part that is faulty.

Power steering belt off.I was told i need a belt tensioner as well as a belt. What do yopu think

In most cases this would be correct, the belt tensioner bearing failes the pulley goes out of line and that in turn causes the belt to come off.

Missing belt.

Belts drive the power steering, alternator, air conditioner, & possibly the water pump. If the battery light is on then it is the alternator belt. If it is hard to steer it is the P/S belt. If the A/C does not cool it is the A/C belt. Lastly if it overheats it is the water pump belt. Normally one belt will drive two of these components. A serpentine belt will drive them all.

97 Neon Expresso, Schreeching Fan

Both your air con and defogger (I am assuming you mean front windshield defroster setting, and not the back window) engage the air conditioner pump/compressor.

The screeching can be either a bad belt or a bad compressor.

How long has it been since the belt was changed? If it is old, and slipping, it will cause the screech at speed.
If the belt has recently been changed, and is adjusted properly, I would start looking that the air compressor pump.
