The car runs fine until i stop or park and it goes below 1000 RPM it just dies at an idol. I have brought it to 2 mechanics and they can't find anythig wrog when they hook it up to the computer. Any ideas of what it could be?

Sounds like a faulty idle air controll valve , it is mounted on the intake and is easy to to replace however ,,, to prove out this concern use a scan tool and monitor the iac duty from the pcm .. such as the the a/c is turned on the pcm sends a ( duty cycle %) to the iac to idle up the engine to compensate for the compressor load .
an iac valve cost $60-$80

Seems like your are describing a outboard motor. If so, the Boat section of Fixya may have more experts that you need. You would want to avoid turning any screws on the carburetor body. The externals on the linkage have some adjustments like throttle stops.

The linkage on boat shift mechanisms are tempermental. They usually combine 2 functions on 1 control lever. They are synchronized that when the transmission shifts from neutral to forward and neutral to reverse the idle speed is low. This keeps the gears from grinding and takes the shock out of the shifting process.

Another thing different than on a car engine is the effect of the propeller on engine rpm. You can change the "in gear"
rpm for both directions by changing prop size and/or pitch.
This also means you can over-rev the engine by having the wrong prop on the boat. There are engine rpm "stops" for the high end too, but some just rely on using the correct prop. As what you may be experiencing with a "stall" can be brought on by

A word of caution. The inboard/outboard engines can have the same problem as outboard engines. The shift levers are synchronized with a pivot system and adjusting the throttle can interfere with the shifting.

run fault code as the transmission is not down shifting and the engine is trying to stall under load. Look for a faulty TCM unit.

Shakes and dies when RPM goes below 1

intake idler unit needs cleaning unit is on the side of the intake not the one that controls throttle the other one. remove and clean out. or spray carb cleaner in to clean out. also clean the connectors on the wiring. should be fine after that, if not you will need to remove it and give it really good clean out.

I'm having trouble starting the car. When it idols the RPM's pulsates up-and-down and then it stalls. Once under way the car seems to run fine but without any warning it will die as I start to

check air filter, might be plugged, [dirty so engine is starving for air.] check fuel lines & filters, dirt blockage need replaceing, check for fuel leaks in lines etc, uses fuel & then sucks air causing it to stop, listen to see if fuel pump is running properly & not stuttering could be short in it's wiring

Check your engine idol. It could be that your idol speed is set to low. It should probably run at between 800 and 1000 RPM. If it is not then your idol is to low.

Cobalt not running at low rpm.......

All are possibilities but EGR valve makes the most sense. It's famous for causing poor idling and/or stalling at low RPMS. Best of luck.
