It is located behind the timing cover and run by the timing belt. This will be a major job to do. You will want your mechanic to do this job. When you change the pump, make sure you change the timing belt. hope this helps
Haynes Repair Manual Ford 1999 You can buy it on line for $20. Go to part ENGINE, and use chapter Timing belt inspection, and replace. Location of TDC. Hope will help.
