When you replaced the fuel filter, was it half empty of fuel ? if it was , then its the fuel lift pump thats faulty. Rotate the engine till the cam allows a full stroke of the fuel lift pump primer handle, check the amount of movement of the primer handle and feel of it, that is , can you feel it pulling fuel. If the movemnt is small, then you need to change the pump.

2006 Nissan Navara d22 3ltr diesel hard to start.

timing might be off, diesels are very sensitive to timing. or could be air in the fuel somewhere. i like to clean the air out by loosening fuel lines one at a time on each injector and tighting after fuel comes out while someone else tries to start it or while its running really rough from one cylinder not getting fuel.

Why is my 03 range rover keep start up and shuting off after 30 seconds

does it restart again? if so sounds like a fuel delivery/system pressure problem.is it petrol or diesel? change the fuel filter which ever it is, first thing to do. check for fault codes. and check the pressure if its a petrol,

Intermittent starting of rover 25 2 litre diesel

I take it that the diesel filter has been changed and the air filter.

The cheapest solution would be to check the priming pump on the hand primer near the diesel pump. Prime the pump and then try to start it - does this work? These things sometimes leak air.

Another would be to get your compression tested (although that should already have been done.)

1999 landrover range rover 2.5 diesel put petrol

I would start by looking for the valve on the fuel rail (or at the filter housing), if you disconnected the fuel pipe from the filter feed you will have a lot of air in the system (and diesels do not like air in the feul system) you will need to have someone crank the motor over while you push in on the schrader valve to release the air out of the system until you get fuel to flow steady out of that port (this may take a short period of time), then you should be able to start the vehicle... would also recommend replacing the fuel filter as well. Hope this helps.
