They get sluggish over time. If you remove them, clean them, and grease them with a light grease; you can probably get them to work again. Ibet they work better when the car is funning, as the voltage is higher from the alternator as compared to the battery.
As for yhe window, you might try some window track lubrication in the tracks. The motor may also be getting tired.

SOURCE: The driver's door doesn't lock

First thing is to try passenger door (that still has key lock for '03, doesn't it?) Or the rear hatch. I'll bet it won't work there, either, unless battery is disconnected. My guess is that the remote locking is staying at "lock" - which is why it works with battery disconnected.
I haven't heard of anything just like your problem, but there have been many who have to replace the RKEM (Remote Keyless Entry Module) - it's behind the radio. Usually the doors start to lock & unlock by themselves.

Depends on how it's done. If you do it, it could be about $2500-$3000. you will have to pull all the necessary hardware, transmission, computer, wiring harness and other parts from a car that has a stick. And swap them over.

SOURCE: Drivers Door Lock Problem

You will probably need to replace the power door lock actuator.

Here's a link to one similar to yours.

You can probably get a used one from a salvage yard.

Most likely the latch itself has failed. Open the door panel and first check to see if unlock signal is getting to latch connector. If yes, replace latch. If no signal, the problem is more likely in the control module.

Does the 06 Honda Accord have auto door locks?

depends on the model. Some come from honda, others come with the option to have it added later from honda or aftermarket. I have an LX accord and that was the case so I had it installed aftermarket but my HX civic had it stock from honda. (contact honda to see if that is an option for your model)

Remove the doro finisher of your door.
Wirth a light, you should see a loose link rod between the key-lock and the door-lock. Just click it back in place.
If it is a zamac lock link, that's broken, you should replace the system
