Assuming that when you turn your key the motor doesn't even try to start.
To start the combustion motor, an electrical motor is used to give it inertia, there are 2 possibilities: one, this electrical motor is not getting the electrical power required, or two, the electrical starter motor is broken. For the first option, check cables all the way from your battery, trough the switch you open or close with your keys, trough a capacitor, to the motor. This motor is generally below or next to the combustion motor, their shafts are mechanically connected by gears. Only the positive pole goes all this way, the negative terminal of the electrical motor is connected to your car's chassis, and so does the battery's negative terminal. If all these connections are OK, then your electrical motor is gone, in which case you'd better buy a new one and replace it, because fixing it would not be an easy task. You can try also replacing the capacitor, which must be on the way between the electrical motor and the key switch, if this is broken, your car should be very weakly trying to start as if the battery was low.

Note: You can verify the ability of the electrical motor to operate if you get it connected directly from your battery with thick cables. If it works, then replace your capacitor or check your key-switch electrical continuity.

How does iac work on a jeep 1996

If you have not done so pull the engine codes or have someone do it.
The codes will give you a good idea where to start otherwise the first place I would check is replacing the Crankshaft Position sensor. This is not only very common for them to fail but I have 1994 Laredo and 1996 Laredo and both had the same trouble at exactly the same time. In addition I replaced the Intake Air Temp sensor, coolant temp sensor and idle air control valve on the 1994.

If the check engine light comes on then there must be a trouble code stored in the PCM memory. What is the code when you turn the key on,off,on ,off... then leave it on....count the engine light blinks. (Don't start the engine during the key procedure) each series of blinks will be a digit.

Wont start 1996 jeep grand cherokee laredo inline six4.0 fuel inj

The first thing I would do since you think it was flooded is to replace the sparkplugs, sometimes if a spark plug has been washed out with gas you cannot get it completely dried out. After you replace sparkplugs try to start the engine. If the engine starts I would still recommend that you change your oil because of fuel saturation. If your engine fails to start I would suspect that you have a bad crankshaft position sensor as it is known to give problems. The crankshaft position sensor is located on the top of the transmission bell housing on the drivers side.

Try gently tapping the starter motor with a hammer or bar. There may be a bad contact in the sollenoid or the starter motor brushes worn to their limit. Tapping may give you a tempory fix if the problem lies in the starter motor.
