Sounds like you should see if the engine is frozen by trying to turn over the engine by hand with a torque wrench or gripping the belt.Make absolutely the new battery has a sufficient charge by using beefy jumper cables. make sure all your connectors are really clean and tight.
"..make absolutely sure.." In rare cases new batteries can be discharged from sitting on the shelf too long, and even rarer cases starters defective out of the box. A careful mechanic will bench test the starter (With jumper cables) before installing. Ground cable to starter casing, red/positive cable to battery connector, and a quick touch of the solenoid connector with another positive hot wire. Careful, the starter should jump. Red positive, black is negative. I always blow away any battery fumes before and during disconnecting or connecting battery cables for safety.
