On the left side of the shifter is an overdrive lock-out button for use with towing/hauling or hill climbing. Depress it and you should be good to go.

My 97 Jeep Grand Cherokee was doing the same thing. I changed the TPS ( Throttle Position Sensor) Now it is great goes into overdrive fine. It is really easy to change.

SOURCE: 2003 jeep cherokee, very tight turning lefy

Could be a valving problem in the steering box or a binding ball joint etc. Try jacking it up and see if you can find anything that's binding (usually you can feel roughness or hear some noise in the bad part). You may want to disconnect the steering box at the linkage on the pitman arm to isolate the box from the remainder of the steering gear. I can't offer a "cure" only because there are too many parts to check and any one can be binding. So, instead, I'm telling you what to look at so you can find it.

It sounds as if the o/d relay is dropping out, have it checked as it may need replacement.
