Look for a term called "valve lash". Some of this is different in overhead Cam engines. If you have hydraulic lifters, they need to be pumped full of oil. You would take a big socket to the crankshaft bolt and use a breaker bar to rotate the engine. Some lifters are not adjustable. Overhead cam engines have the lifter and no pushrods.
Look at a some other engine styles and see what yours is similar to. Like some want you to center the hydraulic lifter by turning the rocker adjustments a designated number of turns. Others want a gap that you use a feeler gauge to set the gap. Even others have a different gap for intake or exhaust valves.
These types of adjustments are often found in the "specification" section.
I dont think and intake gasket will cause lifter noise. It may cause a rough idle and or a miss at idle on cold start up . as the engine warms up the miss or rough idle will decrease . As for the lifter noise this could be cause by the lifter bleeding down or poor oil presure . On your model of engine there is no adjustment on the rocker arms for lifter noise . They are a 0 lash type .
Yes the are adjustable, if they are the original camshaft lifters and rockers they should be hydraulic and the adjustment is 0 valve lash.
1976 is getting back there and some wear along the line someone might have changed them, remove a valve cover and see if there is a set screw on the rocker arm if there is they have been changed to a solid set and you will have to adjust them try .006 intake and .008 exhaust.
VALVE ADJUSTMENTS
All gasoline and diesel engines in this guide use hydraulic valve lifters, which require no periodic maintenance or adjustment. However, in the event of cylinder head removal or any operation that requires disturbing or removing the rocker arms, the rocker arms must be adjusted in order to position the pushrods to allow the hydraulic lifters to maintain zero lash.

REMOVE THE VALVE COVER AND CHECK THE ROCKER ARMS WITH GAUGE OR JUST TRY TO SHAKE THEM FOR FIGURE IT OUT LOSE ONE. CHECK THE LIFTER SEATS IF ANYTHING BLOCKING THE OIL PASSAGE TO MAKE ITS JOB.IF YOU GONNA REPLACE GET TORQUE SPECS OR IF ANY ADJUSTMENT REQUIRED.
