Solved it myself. It was the ignition switch. A $6.70 part.
No part number. Just call Napa and ask for the key switch. This is JUST the electrical key switch, NOT the tumbler. To replace you need to pull the steering wheel off etc. I can walk you through the steps. The worst part is pulling a splined colar off of the splined steering column. A wheel puller can't grab the collar. I ended up putting a crescent wrench below the colar and THEN grabing that with a wheel puller.

Re: Bolt holding the steering lock housing. I was able to get it off with a small vice grips. I ground 4 sides on the bolt for reassembly.
I've had enough requests that I'm putting the instructions online.
Pay close attention to the order of the parts and the wiring connectors on disassembly. You can?t hook it up wrong, but you can easily forget how it goes back together.
- Disconnect the battery and wait 10 minutes. I?m not sure how long you really need to wait, but this is to ensure the airbag doesn?t go off in your face.
- Remove the airbag and set aside. There are Allan wrench bolts on the backside of the steering wheel.
- Mark the position of the steering wheel in relation to the steering column so the steering wheel is aligned properly on reinstallation. If you don?t, your turn signals won?t turn off properly ? ask me why I know this. J
- One large nut holds the steering wheel on (maybe 21mm). Pull steering wheel straight out to remove from column, be careful with the clock spring behind the wheel, if it comes apart it can be reassembled, but it's a pain.
- Remove splined collar from splined steering column. Remove with a wheel puller, but if the previous owner mucked up the collar, you won?t be able to grab it. I used a crescent wrench on the backside and used that to grab onto. If I do this again I?ll get a 1? ID split collar and lightly fasten it to the backside to pull on. A friend used a crescent wrench and hammered on the wrench, but that didn?t work for me
- three screws from the bottom will let you pull the column covers off
- Three screws (IIRC) will allow you to remove the turn signal and wiper
stalks, just let the wires hang
- The plastic cowling around the column can be removed with 2 screws from the bottom side.
- At this point you should be able to see a single round head bolt on the
left side that pinches the lock cylinder housing around the steering
column, take this out with a small vice grips. Grind 4 sides on this bolt for ease of reinstallation
- Put your key in and turn it to the run position, and pull the lock cylinder housing straight off. There is a single plug on the back side.
- Once off, you will be able to see a single screw that
holds the switch to the back of the lock cylinder, take your key out,
this screw out, and the ignition switch should just about fall into
your hands. Screw the new one in place and assemble in reverse order. As before, insert the key in the ignition and turn to run in order to slide the assembly back on the steering column.
