OK I too have a dash light problem. Installed a new switch from Jeep problem solved for 3 days. Then dash lights out again. Headlights, running lights and brake lights are fine. Turning signals flash on instrument cluster and ODO and all other gauges work.. Put another fuse in then removed the radio, popped another fuse. removed heater control, fog light/rear wiper/defroster panel then the lights stayed on the dash. Plugged each one in one at a time trying to isolate the problem. Now everything works... For how long I do not know. The last time the lights went out I was turning left and had just let off the brake if that helps. Can't seem to find a rhyme or reason. Yet
I agree with your diagnosis and Persistence it will have to be. It just sucks. They are still working today after doing the wiggle test and reinstalling. No hard core evidence as to the problem yet. From your description it would appear you have an intermittent short to ground on the dash light power circuit.
It may be as simple as wire insulation being cut on a sharp metal edge, or the supply being shorted by a loose metallic object (such as a nut or washer) in a connected assembly.
Check any external wiring for damage - such as connection to foglights etc.
There is no easy fix here -just persistence.

You have all the fuse locations. I have seen some that after radio was put in did that. usually it turns out that re-grounding the dash or using different power supplies for the radio has corrected it. otherwise, I'd check the light switch and make sure it's OK.
Replace the key Im the forman for a jeep dealership. The dealer should have told you that in the first place. there is no reason the key would unprogram itself unless the chip is intermitently shorting out. If you have another key start it if it stay running u know the key is at fault. hope this helps u out.
Hazard warning light switch fault.
The hazard light warning button in the middle of your dash is actually a relay that often fails, causing this problem. New switch required.
hello sounds like a bad or loose wire on your brake switch up under your dash follow your brake pedal upward push down on your pedal now watch as you let it go slowley where it touches the skinny flat area of your petal touches a switch about 10 inches up from the bottom you should see a button sticking thru a bracket were your pedal touches check and jiggle wire if no lights change switch goodluck
