Low beam lights will not come on

Simple questions first...bulbs are good? Canadian or us car? There are fuses on the top of the battery. Relay 173.... If you have daytime running lights, and they work, the bulbs are fine since they are same as low beams. These cars have a bit of history of doing this.

Where can I find a fuse diagram for a 2004 vw passat? My driver's side daytime runnning lights and low and high beams are out.

GET A GOOD FUSE TESTER & TEST EVERY FUSE. THERE IS A FUSE BOX UNDER THE HOOD & MAYBE ONE INSIDE THE CAR. MOST ALL FUSES CAN BE TESTED WHILE STILL IN THE BOX. THEY HAVE TEST POINTS FACING OUT.THE IGNITION SWITCH SHOULD BE ON DURING THE FUSE TESTING. POWER ON ONE SIDE OF THE FUSE ONLY, BAD FUSE. POWER ON BOTH SIDES, GOOD FUSE. POWER ON NEITHER SIDE, SPARE FUSE.

Low Beam headlights not working

The daytime running lights run the high beam bulbs at low voltage so it sounds like you need to put the relays back where they were and either replace the low beam bulbs or repair the wiring to them.Also the relay you removed could be defective.

Relay 163 behind the fuse panel may be defective or has been removed to disable daytime running lights.

Low beam headlights don't work

The problem is in the high beam switch assembly which also houses your turn signals and possibly cruise control, and yes, I'm sure. There are some electrical contacts in the assembly which dis-connect the low beams when you put the high beams on. Constant use of the high beam switch will create arcing on the low beam switch which makes the contacts not conduct electricity anymore. The daytime running lights send power to the low beams on a separate circuit. .

The repair is to either replace the assembly, $300 at dealer, $100 or less do it yourself, or take the assembly apart and clean it for free. (2 hours or less)

P.S. If you own a VW, especially around model years 1999 to 2004, there is a rare but devastating problem with engine coolant being literally pumped through all electrical parts of your car.... destroying it. Repair cost = $8,000. It is called coolant migration. perhaps i missed something here... lowbeams and daytime lights are about the same.... be that as it may... the merely obvious thing is that the low beams are burnt out.... next thing would be that the relay for the day time lights could be defective... it's often mounted on the firewall.
