This possibly is the throtte positioning sensor. If it's nice weather it should just idle slow, but as the weather gets colder it will be coldblooded and it should throttle up and down like it surges and almost dies and then surges ect... over and over. Up on the top of the motor around the air cleaner tube or throttle area is a sensor with a pigtail of wiring going to it. It comes off the throttle connections. If it is surging unplug it and it should stop surging. Then you know it was bad just go get another one and replace it. If I have not just described it to you then it is most likely a hole in a vacuum line so take and squeeze all the little vacuum lines you can find rumming to anything and see if this helps. Once you find it it will likely die as you shut off vacuum. Replace this hose with a new one and it should be fixed. both are simple and easy DIY projects...
All you need to do is go get you some cleaner for the throttler body. has some one give it some gas way you spray the cleaner in it sounds like carbon build up

Drive the vehicle to Autozone or O'reillys. They will scan it for free. Usually the TPS will set a code and light up the "check engine" light. See what they find.
There is adjustment for that part, old or new, but a new part may work better. There is a slight elongnated slot on one side of the TPS and a set screw on the opposite side of the Airhorn behind the airfilter ductwork. You can get 100 or more RPM out of this adjustment.
But first have someone scan the car to see if something else is pulling the RPM down.
