If you are referring to a water well pump it is possible for it to take time before it starts. The pump is most likely connected to a holding tank and has a pressure switch on the sys. The switch allows the pump to turn on at a low limit and shut off at a higher limit.
I SAY ITS THE FUEL PUMP.CHECK FOR BATTERY VOLTAGE AT BATTERY TERMINAL TO FUEL PUMP.CHECK TERMINALS 1 AND 4 FOR POWER.IF POWER GOING TO TERMINALS 1 AND 4. I SAY FUEL PUMP BAD.
no unusual to get more than one bad pump. if your getting a remand pump these can be a problem. try returning the pump and insisting on a new one. not sure where your purchasing these but im hoping not autozone. had problems with there pumps. hope this helps
If the water is leaking from the rad ' it has nothing to do with the pump.........Be sure not to overlook something that will cost you more money than you have to spend.......As far as price, well i guess it depends on where you live......The oil leak may be from the front or rear oil seal on the oil pan itself.........Hope this helps you out.

go to underground concrete parking lot must be smooth concrete and best place to find it is in undergrounds
acelerate in a strait line to 20 mph or 20 km
slam the brake pedal to thew floor causing a skid pump brakes if you have abs
now get out and check all 4 tires have skid patches
if not go in reverst to 10 mph and hit the brakes hard
let it slide
now get out and check skid marks
if you dont get skid marks front and rear it is time to talk to your mechanic
as for brake cables there are usually 3 of them
1 from hand controll then 1 for eash rear wheel somtimes they are on axcell and somtimes they run direct across the trailing arms

So that means we leaked 11 - 4 = 7 gallons
Now figure out how long the car was driving.
112 miles at 64 miles per hour --> 1.75 hours
So, leak was at a rate of 7 gallons in 1.75 hours
7/1.75 = 4 gallons per hour leaked.
