If it doesn't blow at all I would suspect the blower motor but it could also be the switch, do this. Unplug the blower motor and check for current at the connector, if you don't have a test light or DVOM take a long piece of wire and feed battery positive directly to the motor if it doesn't run replace it, if it runs look at the switch. on the left(driver's) side of the lower rad support. It's a small flat relay with a plug on the bottom and usually has a blue colored front. held on by two screws. Also, there may be more rad fan relays in the underhood fuse/relay box.

The air vents are control by vacuum line and or linkage.
Listen for hiss or feel for vacuum leak under the dash,
Feel for broken linkage(s) that are close to the vents.
WORK BACKWARD if you have small hands to feel out where is the missing link.

The relay is not your problem or it would blow wheather or not the heater motor was plugged in or not if it was shorted,you need a new heater motor.

i have a 1998 3500, with the 5.7v-8, and fought electrical problems for eight months now. i believe it is a problem within the chevy van, because a lot of people complain about blown fuses. my fuse was the ecm-b fuse as well, and after cleaning all the grounds and bat. connections, starter connections, and disabling the a/c circuit, on the advice of another poor van owner i replaced the ignition coil. six months so far, and no problems. this might help you as well. mine did not have any visable problems, but he was persistant, so i did it. good luck
