Its located behind the middle console where the radio is located closer to the driver side, remove the cover above the brake and gas pedal then look to the right and you shall see it. It's aluminum with 2 aluminum lines that lead from the heater core to the firewall.
If the dealer has it plugged in, the cord & plug should be routed around to the front somewhere. You may be able to trace it. There is a chance the cord is not attached.

Generally, block heaters are found on vehicles sold and used in colder Northern states... If your car came from elsewhere, you may need to install one!

Under the bumper, behind thegrille, alongside the firewall near the battery, put down some newspapers, grab a light and have a look-see under the caar/van front. As a last resort, you can ask the dealer (!) or look in the owners manual

Block heater is located on the passenger side of the block.. cord usually comes in under the tin shroud around the air filter beside the turbo.. then usually out the passenger side of the bumper..

The engine block heater is an option on most vehicles...Usually not checked off on the order form unless the car was originally designed to be sold in the severe snow and cold belt...If your Stratus has this option...the 12 volt plug would be near the top of the radiator for ease of service...You can pay to have a block heater added...but aftermarket units are not as reliable as the manufacturer...:)
