In involved fuses #5 & #10 15 amp in main fuse panel

from Ford Service cd
http://www.fordcds.com/
Fault Code 12

Air Bag Deployment Circuit Drop in Battery Voltage

Circuit Description

Normal Operation

The diagnostic monitor measures the voltage at pin 13 of the diagnostic monitor connector. Voltage at pin 13 should be equal to battery voltage. If the voltage measured at pin 13 drops to less than 9 volts, the diagnostic monitor will flash out code 12.

Possible Causes

A drop in battery voltage at diagnostic monitor pin 13 can be caused by:

1.An open circuit that would prevent battery voltage from reaching diagnostic monitor pin 13.

NOTE:
If the instrument panel fuse and/or the power distribution fuse are blown, be sure to diagnose the system for possible causes 2 and 3 below.

2.A short to ground in Circuit 611 (W/O) or 612 (P/O) may result in a blown instrument panel fuse and/or power distribution fuse.

3.An internal short to ground within the safing sensor may result in a blown instrument panel fuse and/or power distribution fuse.

4.A problem in the charging system causing battery voltage to drop below 9 volts.

Testimonial: "thank u this was an informative answer as 12 volts do not reach pin13, as soon as a fuse is installed in fuse location 10 instrument panel it blows i read allmost no resistance to ground so items 2 or 3 seem plausable now if i could find Circuit 611 (W/O) or 612 (P/O) and or be able to test the air bag diagnostic monitor which houses the safing sencor hmmm"

6 ohms to ground on non power side of fuse, where do i go from here???? What are you checking the ground side for ???? You have a short to ground on the power side . Here you go , you better study up on electrical testing .
Electric Testing Techniques You Need to Know

Then here you go , factory service repair info. pin point testing
B1867 12/52 Lost battery feed or low battery feed voltage GO to DTC B1867.

Testimonial: "sorry jeff maybe i wasnt clear on what i did i measured 6 ohms at first then less than 1 ohm on the output side of the fuse plug with oput a fuse in telling me that there is a short some where, fuse 10 on the vic is allways hot and the fuse blows even when the key is off. so i was asking where or what does the line from the fuse acually feed"

SOURCE: air bag light is on

When the light comes on, it means there's a problem with the airbag system itself. You can't just turn the light off because the system is telling you that the airbag most likely will not deploy when needed. You should have a mechanic look into this....

'99 Ford Crown Vic LX: #12 30A Maxi fuse blows seconds after starting or ignition turned on.

i had this problem with my 1999 jeep grand cherokee laredo with the brake lights it kept popping fuses right after the ignition was turned on try putting a higher amp fuse in place of the old one that keeps blowing then check for shorts to the starter and check grounds and wires and also the transmission issue check the fluid and then if the fluid is fine change the transmission filter the filter may have not gotten replaced when the transmission was rebuilt and may be clogged or dirty

Flashing airbag light 4 blinks 6 blinks

This is a code 46 LH Crash Sensor - Not Mounted to Vehicle Properly. Often there is a poor contact on one of the wiring connectors. Some of the problems can happen from a poor connection where everything connects under the drivers side seat.
Here is a list of codes for the airbag light issues.

Air Bag Fault Code Table

AIR BAG DIAGNOSTIC MONITOR FAULT CODE PRIORITY TABLE

Priority Code Component/Fault Description

Hi,,,Igot this 2005 crown vic ,,and has a airbag lite on displays ,code 2293,,and blinks 68..6....8... What could it be?

Lamp Fault Code (LFC)
When the Restraints Control Module (RCM) detects a system fault, it will flash a coded sequence which is called a Lamp Fault Code (LFC) on the air bag warning indicator located in the Instrument Cluster (IC) module. The code is 2 digits. The first digit is flashed with a 0.5-second interval between pulses. There is a 2-second pause before the second digit is flashed, which also has a 0.5-second interval between pulses. There is a 5-second pause between each display of an LFC.
Each LFC is flashed 3 times after which the air bag indictor will remain lit for the remainder of the key-on cycle (except for DTC B2792 [cross link between firing loops] which only flashes one LFC). If there are multiple LFCs, each LFC will flash in order of priority.

My air bag light on my 2000 Ford Econoline van flashes a 19 code. Does anyone know what that means?

Seems to be a very common problem with Ford. The wiring harness beneath the drivers seat contains the sensors for the airbag system. Go under the drivers seat and secure all the wires and clips. This makes most error lights for the airbags go away. Hope this helps and good luck!
