Hey Cap'n, all the heat and A/C is actuated by the controls and these controls are ALL vacuum actuated. Make sure you have vacuum to the controls from the engine. There's a 4 inch round ball under the hood on the pass side near firewall. This ball is the vacuum reservoir, must have vacuum to and from then thru the firewall to said controls. If there's vacuum everywhere, it HAS to work properly. Check all vacuum lines for leaks, cracks, connections, all the above.

yes it is called the blend door, you either have a sticking blend door or the actuator motor for the door is defective and does not completely shut off the heater core. The pass side has it's own blend door.

this system has self testing capabilities, have any GM dealer test it for codes and proper function, If I had to guess I would say the climate control head is defective.
