You do have a high level stop lamp. Don't believe I've ever heard of a high level or 3rd tail lamp? Start the vehicle, in park, parking brake set. Turn on your headlamps, look at rear tail lamps, anything out?

Check the brake light switch on the brake pedal. Sounds like it slipped out of adjustment. When pedal is depressed, the button on switch will extend and be on to pass current to the bulbs.
Also, you need to figure out the tail lights: those two filament bulbs are for park lights and for brakes/turn signals. One filament is for the parks, the other filament is for both brake and turn signals. American cars have the brake lights wired through the turn signal switch- from the brake light switch on the brake pedal to the turn switch, and then out to the rear bulbs for brakes and, or turn signals.

Turn signal tail lights and BRAKE LIGHTS NOT WORKING

It can be faulty brake light switch causing the problem or its blown brake light bulb. First check and confirm brake light lamp is working and that's not the case.

Your brake light switch is stuck. It is located under the dash, near the top of the brake pedal. Replace it with a new one.

did you check the VEH STOP fuse? #34, 15 amps, in the rear fuse block, under the left rear seat.

Is it the rear tail light itself, or the side marker? I may have the same issue if its the side marker. However, the tail light itself is simple, remove the panel in the trunk side, and there are three seperate light fixtures, the bottom being the main tail light, the middle is the signal indicator and the top is the upper brake light.
