My Volvo 1999 S70 wipers, radio, power windows and heater fan just quit while driving in a cold damn rain storm.

Have been looking at google fix it type answers but it does not seem to be fuses. What power relay supplies power to all these systems at the same time?

SOURCE: 1998 volvo s70 heater smells strange and smoke fills the cabin

Your heater core is leaking. The smell and smoke is from the coolant evaporation.

SOURCE: Replace Heater Core for Volvo S70 (1999)

It is your heater core. I fixed mine for $144. Ordered the new part on Ebay and followed these instructions http://www.volvospeed.com/vs_forum/index.php?showtopic=9717 It was very simple, I'm a middle age grandmother! The hardest part was cleaning up all the antifreeze. You will need a shopvac, a small one is $20 at WalMart.

SOURCE: 1999 volvo radio code

To reset the radio you have to leave the key in position one (the radio will come on, but the dash lights are not on) with the radio on for at least two hours. It can take up to four hours to reset.
Make sure the climate control and blower are in the off position to keep the battery from running down. Eventually the radio will say "code". There is a four digit code that is unique to each radio, if you don't have it you must contact the local Volvo dealer and have your VIN code. The VIN code is locate on the far top/right side of the dash, you must be outside the car to see it. It will begin with something like YV1LS...................

When you get this code from the dealer you input the code using the radio preset (1-6 buttons). If the radio says code again that means it is the incorrect radio code. Most likely the radio has been replaced. Then it would be alot easier to take it to the dealer since the radio has to be removed and the serial number taken off the radio chassis unit. Usually most dealers will do it for free if they think you'll come back for services, so just tell them you just bought it and be nice, hopefully it will work.

hope this helps

SOURCE: The windows fog up inside of my Volvo S70

Sure sounds like the heater core, the only other thing would be some time of leak that is raising the moisture in the car is the floor board on the passengers side wet? If not look toward the heater core.

How do I fix all warning lights on, on a 1999 Volvo s70 at the same time.

try disconnecting the battery ,leave for ten minutes for the electronic gizmos to power down ,i should say make sure you have the radio code , reconnect battery and try ignition if no change will need to be scanned on the Volvo diagnostic setup as i would'nt expect a generic OBD reader to be able to resolve this issue

Blower, wipers, radio and power windows not on when car is started

You have a IPM (integrated power module) but this is in the engine fuse junction box,It is obvious you have a bad connection,For the radio, wiper and window, it needs a ground, Has someone replace the transmission?look along the transmission see if all the ground connection are there,You are not dealing with a B+ problem but a ground issue

VOLVO S70 RADIO is lock on the OFF position

If the radio is original to the car then they dealer can look up your VIN in the computer and print you out a sheet with your warranty information and it has the code on it. The service writers can do it from the service drive.

If you just have the radio, then the parts department can look up the code.

Volvo S70 A/C only blowing cold on 5th (highest) setting

My guess would be that the resistor block located in side of air duct between blower fan and evaporatorbox has burnt out one or two resistor coils and requires replacing or repair.I have never seen Volvo A/c but would expect this to be the problem. The block is located in the airstream to keep it cool .By moving your setting switch you are selecting differing resistance coils (or a combination of same) thus with failure lose various speeds.
