turn on what lights? head lights. if yes, 1 click or 2.? what rear lights there are many tail/park brake backup? car drives prefectly, (shoe drops) all else works?
the indicator usually ony flashes fast when one of the indicators on the same side is blown, check the other indicators, should only be a blown globe, defroster should be a fuse =)
I would start this diagnosis by verifying that you do not have a mechanical problem like a blown head gasket or bad turbo. Check the oil and coolant and make sure both are full and the fluid is clean. If the either fluid appears milky you have a severe mechanical problem.

WHAT TO DO IS OPEN THE HOOD OF YOUR BEETLE AND WILL BEABLE TO SEE THE HEAD LIGHT. THERE IS A LEAVER THAT PUSHES DOWN TO EJECT THE HEAD LIGHT OUT OF THE FENDER. YES IT COMES ALL THE OUT OF THE CAR. YOU MAY NEED TO TAKE A SCREW DRIVER TO PUSH THE LOCK DEVICE DOWN TO PUSH LEAVER DOWN.ONCE YOU GET THE HEAD LIGHT OUT TAKE THE BACK OFF OF IT AND REPLACE THE BULBS. WHEN YOU PUT THE HEAD LIGHT BACK IN THERE ARE 3 GUIDES TO PUT THE HEAD BACK IN TO LOCK IT BACK IN PLACE. ONCE YOU HAVE IT IN THE GUIDES US THE LEAVER TO PULL THE HEAD LIGHT BACK INTO THE FENDER.
turn off and on head lights liston for click under hood by your battery, that clicks your tail light relay. It has 4 wires in it. with head lights on 3 wires should be hot. if only 2 wires are hot replace relay.
