Does the emergency flasher work? If not, it could be a connection behind the coffee holder/Emergency flasher switch on the dashboard. I had a mechanic who had to go behind the dashboard and inadvertantly din't connect it properly and neither my flasher nor blinkers worked.

Replace the relay.Thats a common thing to fail.
where is the relay on '96 subaru legacy?
If you are getting power to either the blinker or flasher lights it is the blinker/flasher relay. There is also a separate fuse box under hood for the flasher. To find the relay, follow the sound by continually turning them on and off manually. It is behind driver-side dash-cover either hidden to left of radio bracket or mounted against firewall above brake pedal - perhaps hidden behind remote-lock device. You can also feel it "click" if you can touch it while you turn it on. It has a 3 wire plug attached to it and the actual relay is a rectangular black box - part number is EP34 at auto zone. It controls both blinkers and flashers.
