get a tuneup, spark parts, filters and belts and fluids?
tell how car drives first. good and bad. both
check fuses (all)
scan the PCM OBD2 port of real DTC errors
I guess those errors relate to ABS

this is a Carb car right?
if car is EFI
13 means bad baro sensor, in non science terms
that means a bad MAP sensor.
the MAP is used to calculate all air flowing in to the engine
and this allows the ECU to inject a perfect fuel mix.
if 13 happens the eCu goes to limphome and sucks fuel like crazy.
13, means bad wires to MAP or bad MAP or bad vacuum line to MAP.
a tech, checks all 3, and then tests the MAP and the problem is solved. the FSM is free, ask.

If inspecter find ECU scanned ECM/PCM failure -what happen to the car

Please be a bit more specific as iam having a job understanding exactly what you mean here ,inspected pro place what is this and as for low engine oil two months whats that got to do with a test and why is the OBDII being connected too as any test involves a gas analyser proble up the exhaust not connecting to the car via the OBDII idle a problem yes as this effects the CO emission reading but a welding mark? so what ,take vehicle to a local mechanic and get them to take the vehicle for the inspection they will know what to do and what is a pass and most likely know the inspectors and go for coffee with them -say no more They cannot fail a vehicle for faults stored in the memory thats for sure in any country ,no use a local mechanic and watch it pass

Multiple engine codes 2001 chry town and country engine barely runs it surges, spits and sputters the main codes are po601 and po206

P0601 : ECM internal Failure.
it said that the ECM is unable to communicate with the SPI line.
probable causes:
shorted input sensor
shorted electrical circut
failed ECM .
------------ P0601 is Internal Controller Failure- Common repair is Install new PCM and program it. -------- The other code is related, Best thing to do, so you do not replace every part by trial and error, in this case have a pro hood up his computer and he can break it down to the main cause to fix that code, and the other one that is related. Honda accord incorrect gear ratio code p0370

Honda P0370 - Timing Reference High Resolution Signal A Malfunction.

The optical sensor provides a high resolution signal to the Powertrain Control Module (PCM) by counting pulses on the sensor disk located in the injection pump. The high resolution is one of the most important inputs by the PCM for fuel control and timing. This test monitors the number of high resolution pulses which have been missed (not detected). It's based on a comparison between the number of pulses that were detected since the last pump cam pulse and the number of the pulses that should have occurred. There are approximately 64 high resolution pulses for every cam pulse.

Possible Causes:
- Open or short in the optical sensor circuit
- Optical sensor connector
- Damaged optical sensor
- Damaged PCM
- Damaged ECM

Possible Solutions:
- If damaged repair the optical sensor circuit
- Replace optical sensor
- Replace PCM
- Replace ECM

Not sure where you got incorrect gear ratio. This P0370 DTC is for what I have listed above.
