Hello. The fuel filter should be located inside of the frame rail on the driver side, approx. at the rear edge of the cab. If I remember correctly it will require a 16mm and 20mm wrench for the lines.
There is also (or at least should be) an in-tank filter on the inlet of the pick up tube below the fuel pump. (This is sometimes referred to as a 'sock') To change or check the condition of that one will require either lowering the gas tank or lifting the cargo bed for access to the top of the tank.

Check all fuel lines for leaks, make sure it doesn't have bad gas in it. Listen for fuel pump when key is turned on. Change fuel filter. See if that's helps.
