If the pump is making a moderately loud "whining noise", I would guess that your steering pump is near dry and about to overheat and eventually seize. what you must do is locate the steering pump and have a good look at it... is the pump wet in particular to the back of the pump? Check the hoses, make sure that they are not cracked, add your steering fluid. Have a friend start the engine and turn the wheel all the way left, then right, while your watching the hoses for leaks, at a close distance of course.

You need to replace the pump noise on the pump and hard to steer means the pump is not working anymore.

Turning the steering wheel sharply to the left or the right is extremely hard and noisy. but worse when in reverse and turning the wheels

Check your power steering fluid level. If it is full either your pump is bad, your rack and pinion is worn out or your belt is off.

Why does steer so hard

Unfortunately there are several reasons why it could turn hard.
1) Low tire pressure. Make sure the tires are inflated properly.
2) Power steering fluid low. Normally low fluid will make a noisy sound when the engine is running.
3) A suspension component such as a ball joint or tie-rod end that has begun to seize up.
I would check all of those issues first before moving on to the power steering pump or steering rack.
Good luck.

Noisy steering when turning

check power steering fluid level or for air bubbles in fluid, if low or bubbles found find and correct fluid leak. if fluid is ok most likely the pump is failing. Other possible causes are steering gear or linkage binding but are not very common problems.

Power steering stiff

If the steering is noisy as well as stiff then the steering fluid is low. If it is not noisy then the fault is most likely the pressure control valve inside the power steering pump sticking open. The Pump would need need to be re-conditioned. Also check steering rack boots are not twisted as well as tyre pressures.
