how much fuel pressure are you getting? I f you do not have a way of testing the fuel pressure then when you said has fuel How Much does it pump it out slow, hard and fast whaat?
the fact that it won`t turn over is just a coincedent it happened when you ran out of gas.i`m assuming that you mean the motor won`t turn over at all and not that you mean it will turn over and not start.if it is the latter then the fuel needs time to fill the lines and pressurize the fuel system while cranking over.
