Cabin filters are normally located behind the glove box.You will need to open glove box, fold down entire box to get behind there.
According to the parts books, a cabin air filter was a dealer installed option in 2000. If it has one, the access panel may be behind the glove box or in the engine compartment. You may need to check with a Ford dealer to be sure.
There are no cabin air filters on 250-350 super-duties.

Your cabin filter is located on the passenger side. Open the passenger door and under the glove box you will when looking up you will see a panel to remove and slide the filter out. The filters are a little pricey, but if they are not flowing well they will affect the capacity of warm or cold air output.
Your cain filter is located under the windshield wipers. My brain cannot think of the name of the plate. But the black plate that the arms of the wipers are attached to needs to come off with torque screws and then once that panel is removed you will see a box saying cabin air filter
