CSP, It sounds like you have a vacuum leak that is causing the IAC ( idle air control ) motor to move in and out trying to control the idle. Check all vacuum hoses on the engine for disconnect, cracked or damaged. If the hoses crack when you bend them, they need to be replaced.
Let me know what you find and we can go from there.

SOURCE: SeaFoam in my 94 Cadillac Eldorado. Bad idea!
I doubt the Sea Foam had anything to do with that. I'd check for a vacuum hose off, especially by the PCV valve. Maybe a broken hose or the PCV valve itself might be stuck. Maybe just put a new one in, they are not that spendy. No vacuum would explain the brakes not working.
SOURCE: 1979 cadillac eldorado biarritz headlights dont turn on anymore
You don't say if the parking lights and/or tail lights come on. If the rest of the lights are working. Try replacing the dimmer switch on the floor. It's relatively simple to do and cost about $15.00 depending on where you are

SOURCE: cant find the fuse panel on my 1980 cadillac
There are three fuse blocks in most late model Cadillacs. The engine compartment fuse block, the MaxiFuse relay center and the rear compartment fuse block. I would check all of these places for the fuse box for your specific vehical. Hope this helps! Please rate 4 thumbs up!
